“Uzbek Scientific-Testing and Quality Control Center” State Institution occupies an important position within the Uzbekistan conformity assessment system, covering a wide range of areas in testing and certification.
The “UzTest” State Institution sets tasks for itself such as continuously developing quality infrastructure and improving service quality to provide consumers with reliable results. Laboratory and certification bodies are accredited according to international standards. “UzTest” laboratories continually develop to cover tests for incoming technical regulations and organize testing based on international product requirements.
According to Clause 1 of the Resolution PQ-4419 of the President of the Republic of Uzbekistan dated August 15, 2019, “On Further Improving the Conformity Assessment System of the Republic of Uzbekistan and Developing the Complex of Testing Laboratories,” the state enterprise “Republican Center for Testing and Certification” of the “Uzstandard” Agency was transformed on January 1, 2020, into the “Uzbek Scientific-Testing and Quality Control Center” State Enterprise.
The Center’s tasks and functions include: organizing product and service certification and applying technical regulations, state standards, and international standards; protecting consumers from substandard products that may endanger life, health, property, or the environment; supporting product competitiveness in international markets; establishing certification bodies; certifying management systems at enterprises according to international standards; organizing international training courses, seminars, and conferences; supervising and coordinating regional branches; developing laboratories and preparing them for accreditation in the National Certification System; engaging specialists under contract for certain functions; ensuring continuous training and professional development of personnel in standardization, metrology, certification, and testing; maintaining confidentiality of information obtained during testing and certification; managing and storing documentation and working materials; providing consulting services to producers exporting products; offering information and advisory support to enterprises entering foreign markets; developing the Center’s material and technical base; and providing other services not contrary to existing legislation.
According to its responsibilities, the Center performs the following functions: organizing and conducting testing and certification; formalizing agreements to grant the right to use the conformity mark; maintaining the register of certified products and services; conducting inspection control over certified products and services; providing methodological and practical assistance to enterprises on product certification and testing; organizing internal audits of certification bodies, testing laboratories, and regional branches; establishing certification schemes; accounting for measuring instruments in accredited laboratories; monitoring compliance with certification rules; providing services for preparation of state-language labeling of consumer goods sold in Uzbekistan; conducting pre-shipment inspection and expert evaluation of imported goods under import contracts; issuing expert conclusions and determining HS/TIF codes for goods in foreign economic activity; carrying out translations of foreign trade, technical, and other documents; conducting scientific and methodological research in testing; participating in training and retraining of specialists; conducting marketing research; participating in publication and distribution of relevant literature; establishing and maintaining the regulatory document fund, preparing proposals for improvement, drafting amendments, and participating in expert review of new documents in accordance with international standards.
